The Ruby Moore Foundation advocates legislation that protects our elderly from fiduciary and violent crimes.
We would like states to require registration for any individuals who have been convicted of crimes against the elderly. The National Registry will provide a place for families to come and obtain information regarding a persons criminal background.
Crimes against the elderly are similar to crimes against our children. They are vulnerable and will trust those who they think will help them. Usually its someone they know or are presented to them through personal contacts. These people normally are not bonded and can take the elder person for everything they own, not to mention keep them from the family who love them, and by persuading the elder person their family is really the one out to get them. This is just going to escalate over the next decade. Our senior population is growing quickly and is going to need our help. We cant afford to wait! Look around; your parents could be next!
Elder offender registration laws are needed because:
v Protecting our elderly from becoming victims of crimes (violent or fiduciary) is in the public interest.
v The privacy interests of persons convicted of offenses against the elderly are less important than the governments interest in public safety.
v Release of certain information about the elder offender to public agencies and the general public will assist in protecting the public safety.
Community Notification allows states discretion to establish criteria for disclosure, but compels them to make private and personal information on registered elder offenders available to the public.
v Assists law enforcement in investigations
v Establishes legal grounds to hold known offenders
v Deters elder offenders from committing new offenses
v Offers citizens information they can use to protect the elderly from victimization
